Authorizes the State Bond Commission to issue up to $20 million in bonds to fund grants-in-aid for eligible public water systems' drinking water projects, with grants available as principal forgiveness.

Provides tiered grant assistance based on system size: systems serving 10,000 or fewer persons may receive up to 50% of eligible project costs; systems serving more than 10,000 persons may receive up to 30% of eligible project costs.

Prohibits public service companies from receiving financial assistance unless the assistance is specifically for eligible drinking water projects and the Department of Public Health consults with the Public Utilities Regulatory Authority.

Requires water treatment plant and distribution system operators to obtain certificates from the commissioner; establishes regulatory standards for operator certification, training, and renewal every three years.

Clarifies that in any conflict between the state water plan and general statutes, the general statutes provision controls; defines "municipality" for stormwater authority purposes as towns, cities, and boroughs while excluding school districts and certain other authorities.
