Department of Transportation may construct and operate electronic tolling systems on Interstate Routes 84, 91, 95 and portions of Connecticut Route 15, with ability to contract with private toll operators.

Department may charge and collect tolls sufficient to pay highway costs, debt service on bonds, and establish reserves, with toll revenue deposited into the Special Transportation Fund and exempt from taxation.

Department must hold at least one public informational meeting before construction begins and place advance signs notifying drivers of tolls and payment methods.

Toll customer information must be destroyed within one year after toll collection and cannot be sold for commercial purposes unrelated to toll collection; toll operators subject to data protection regulations.

Department and Department of Motor Vehicles may enter into reciprocal agreements with other states and toll operators for information sharing, and Motor Vehicles may restrict vehicle registrations for owners owing tolls or related penalties.
