Repeals and replaces subsection (c) of section 14-300 of Connecticut general statutes, effective October 1, 2019, to expand pedestrian right-of-way protections at crosswalks.

Vehicle operators must grant right-of-way and slow or stop for pedestrians crossing at any marked or unmarked crosswalk not controlled by police officers or traffic control signals.

Defines "crossing the roadway" to include: being within any portion of the crosswalk, stepping to the curb and raising hand/arm toward oncoming traffic, or moving any part of body or assistive device (wheelchair, cane, bicycle, stroller, leashed dog, etc.) into the crosswalk entrance.

Prohibits vehicles approaching from the rear from overtaking and passing any vehicle that has stopped at a crosswalk to allow a pedestrian to cross.

Requires vehicle operators crossing sidewalks to yield right-of-way to pedestrians and all other traffic on the sidewalk.
