HB 7205 Summary

• State vehicle fleet purchases must achieve 50% zero-emission vehicles by January 1, 2030, with 100% of cars and light duty trucks being alternative-fueled, hybrid, or plug-in electric by January 1, 2012, and at least 30% of buses being zero-emission by January 1, 2030.

• Establishes the Connecticut Hydrogen and Electric Automobile Purchase Rebate Board to administer a program providing at least $3 million in annual rebates from January 1, 2020 through December 31, 2025 to residents purchasing or leasing battery electric, plug-in hybrid, or fuel cell vehicles, or purchasing used electric vehicles.

• Increases the vehicle registration fee ("greenhouse gas reduction fee") from $5 to $10 per new motor vehicle effective January 1, 2020, with all receipts deposited into the hydrogen and electric automobile purchase rebate program account.

• Appropriates $3 million to the Department of Energy and Environmental Protection for fiscal years ending June 30, 2020 and June 30, 2021 for the rebate program account.

• Requires the Commissioner of Administrative Services to study the feasibility of aggregate procurement of zero-emission vehicles and buses and report findings by January 1, 2020.
