Makes it illegal for consultants to make expenditures of $500+ without knowledge of the candidate or committee, and prohibits consultants from failing to provide complete information necessary for campaign finance reporting.

Requires consultants spending 15%+ of Citizens' Election Fund moneys to register with the State Elections Enforcement Commission and certify intent to abide by expenditure limits.

Creates new illegal practices violations for consultants that fail to provide complete information, make unauthorized expenditures except for overhead costs, or structure transactions to evade campaign finance requirements.
