State Archivist must retain any record transferred to state archives determined to have historical value, with title vesting in the state archives.

Any person may inspect public records in the state archives that were created 50 or more years prior to the request, regardless of confidentiality restrictions in general statutes.

Records relating to natural persons may be inspected if either the record was created 50 or more years ago, or 50 or more years have passed since the subject person's death, whichever is later.

Effective October 1, 2019, with access provisions applying to inspection requests made on or after that date.
