Prohibits storing or keeping firearms on premises where a minor under age 18, ineligible resident, or resident at risk of self-harm may access them without permission, unless firearm is securely locked or on person (effective October 1, 2019).

Establishes strict liability for damages when violation of storage requirements results in injury or death caused by a minor or ineligible resident obtaining the firearm (effective October 1, 2019).

Creates class D felony charge of criminally negligent storage of a firearm when storage violations result in injury or death, with exception for unlawful entry to premises (effective October 1, 2019).

Requires State Board of Education to develop guides for firearm safety programs in grades kindergarten through twelve in public schools (effective July 1, 2019).

Permits local and regional school boards to offer optional firearm safety programs with parental opt-out provisions and alternative academic activities provided to exempt students (effective July 1, 2019).
