Commissioner of Education shall evaluate noncertified board of education employee classifications at least once every five years to determine appropriate compensation placement based on job-related criteria including knowledge and skill, mental and physical effort, and accountability.

Commissioner shall establish evaluation committees consisting of representatives from local and regional school boards, management, and employees in the classifications being evaluated.

Commissioner shall assign factor values to determine ratings for classifications, but no compensation modifications are automatically required based on these ratings.

Rating results may be considered when setting compensation for noncertified employees, subject to applicable collective bargaining agreements and municipal bargaining provisions.

Any position may be excluded from evaluation if the Commissioner and the exclusive bargaining representative mutually agree to exclude it.

Effective date: January 1, 2020.
