Office of Policy and Management, in cooperation with Departments of Housing and Education, shall establish an educator housing pilot program providing housing incentives for educators working in alliance districts to live within those districts.

Secretary of Office of Policy and Management shall issue a request for proposals by December 1, 2019, for alliance district municipalities to apply for program participation.

Alliance districts must submit housing plans by June 1, 2020, which may include converting abandoned structures into affordable housing, converting district-owned properties into educator housing, leveraging existing tax credits or rental assistance programs, or pursuing other financially feasible state partnerships.

Office of Policy and Management shall approve no more than two municipalities for the pilot program by September 1, 2020, with all educators including administrators, teachers, and paraprofessionals eligible to apply for housing services and incentives.

Office of Policy and Management shall submit a report to the joint standing committee on housing by January 1, 2021, evaluating pilot program results and providing recommendations for future similar programs in other municipalities.
