Repeals and replaces Section 8-71 of the general statutes regarding payments in lieu of taxes from housing authorities to municipalities.

Housing authorities must pay municipalities yearly up to 12.5% of shelter rent per occupied dwelling unit, with the Commissioner of Housing's approval, not exceeding what would be owed in actual property taxes.

Municipalities that received grant-in-aid funding under section 8-216 in fiscal year ending June 30, 2015 must waive housing authority payments during any fiscal year when they receive no such grant-in-aid.

Waiver requirement does not apply if federal funding is available to cover the payment amount.

Act takes effect upon passage and applies to Section 8-71 of the general statutes.
