Commissioner of Social Services shall develop a state-wide fraud early detection system to identify and investigate fraudulent applications for temporary family assistance, supplemental nutrition assistance, child care subsidy, and Medicaid programs, effective July 1, 2019.

Commissioner of Social Services shall adopt regulations to implement the fraud detection system and submit quarterly reports to the joint standing committees on human services and appropriations detailing savings realized.

Commissioner of Social Services shall consult with the Commissioner of Early Childhood regarding the fraud detection system for the child care subsidy program administered by the Office of Early Childhood.

Seven state commissioners (Correction, Children and Families, Developmental Services, Early Childhood, Mental Health and Addiction Services, Rehabilitation Services, and Social Services) shall share monthly interagency reports on fraud incidents, incarceration or death of benefit recipients, and best cost efficiency practices.

Commissioners shall file a joint report by January 15, 2020, and annually thereafter, documenting fraud cases, beneficiary deaths or incarcerations, and cost savings realized by each department.
