Adds a new goal to the Commissioner of Administrative Services' information and telecommunication systems strategic plan requiring access to state agency Internet websites and public safety notices in audio formats for blind and visually impaired persons, effective July 1, 2019.

Creates a grant program administered by the Secretary of the Office of Policy and Management to assist municipalities with providing Internet website and public safety notice access in audio formats for blind and visually impaired persons, within available appropriations.

Amends Connecticut General Statutes section 4d-7(a) and creates a new section to implement these accessibility requirements.
