Repeals and replaces Section 29-19 of the general statutes to authorize the Commissioner of Emergency Services and Public Protection to commission police officers for independent institutions of higher education, effective October 1, 2019.

Police officers at independent institutions of higher education must be certified pursuant to Section 7-294d and designated by the institution, acting at the institution's expense within its law enforcement unit on institution premises.

Commissioned police officers at higher education institutions may arrest and take before proper authority any person in their precinct for offenses committed within that precinct.

Institution law enforcement units must enter into a memorandum of understanding with the relevant municipality regarding police officer authority on highways adjacent to campus premises.

Police officers and law enforcement units at independent institutions must comply with standards and practices adopted by the Police Officer Standards and Training Council under Sections 7-294a to 7-294e.
