Modifies section 20-206mm of Connecticut general statutes to require emergency medical responders, emergency medical technicians, advanced emergency medical technicians, and EMS instructors to complete refresher training that includes education on health conditions common to former armed forces members.

Requires emergency medical technicians to complete 30 hours of refresher training every three years for recertification, including mandatory training on post-traumatic stress disorder symptoms and care.

Adds training requirement on how to identify former members of the armed forces experiencing common health conditions, in addition to existing training on Alzheimer's disease and dementia.

Takes effect on October 1, 2019.
