Requires each local and regional board of education to provide full-day elementary students with a daily lunch period of at least 20 minutes and at least 20 minutes of daily physical exercise, effective July 1, 2019.

Permits boards of education to include additional time beyond the required 20 minutes of physical exercise devoted to undirected play during the regular school day for elementary students.

Requires each board of education to adopt a policy by October 1, 2019 addressing the use of withholding physical exercise or undirected play as a form of student discipline, defining "school employee" to include teachers, administrators, counselors, coaches, and other school staff with regular student contact.

Establishes a task force with representatives from education boards, teachers' unions, school administrators, school superintendents, parents, and the Commissioner of Education to study the feasibility of including undirected play time in elementary school days.

Requires the task force to submit findings and recommendations to the General Assembly's education committee by January 1, 2020, at which time the task force terminates.
