Prohibits collective bargaining agreements at Connecticut public higher education institutions from restricting employees' right to file civil or administrative discrimination or retaliation claims under state or federal law, effective October 1, 2019.

Prohibits collective bargaining agreements from limiting employees' arbitration rights for discrimination or retaliation claims under the agreement.

Allows aggrieved employees to file complaints with the Labor Commissioner alleging violations of these prohibitions.

Authorizes the Labor Commissioner to hold hearings and award affected employees appropriate relief including rehiring, reinstatement, back wages, and reestablishment of benefits.

Permits parties to appeal the Labor Commissioner's decision to Superior Court under chapter 54 of Connecticut general statutes.
