Insurance Commissioner shall adopt regulations by October 1, 2019 to enable two or more group practices to form a bona fide group or association of employers for offering health coverage to group practices and their employees in accordance with 29 CFR Part 2510.

Individuals covered under an association health plan authorized under this act are excluded from the definition of "Employee" under section 38a-564(3) of the general statutes.

Group practices providing coverage through an association health plan authorized under this act are excluded from the definition of "Small employer" under section 38a-564(4), exempting them from certain small employer insurance provisions.

Employee count calculations for small employer determination include full-time employees working 30+ hours weekly plus full-time equivalent employees calculated by dividing aggregate monthly hours of part-time workers by 120 hours and averaging annually.

All provisions take effect October 1, 2019 and amend sections 38a-564(3) and (4) of the general statutes.
