HB 7267 Summary

• Establishes the ConnectHealth Program under the Comptroller to offer a high-quality, low-cost health insurance plan to Connecticut residents, available no later than January 1, 2021.

• ConnectHealth Plan must cover essential health benefits, match or exceed qualified health plan benefits, and cap premiums and cost-sharing at levels no higher than existing marketplace plans, with an affordability scale based on household income.

• Creates a 10-member ConnectHealth Advisory Council with representatives from hospitals, health care providers, consumers, nurses, physicians, insurers, and insurance producers to advise on plan implementation and operations.

• Establishes the ConnectHealth Trust Account as a separate fund to finance plan costs and state-funded cost-sharing subsidies for enrollees ineligible for federal subsidies under the Affordable Care Act.

• Allows the Comptroller to offer health insurance coverage to small employers (1-50 employees) and nonstate public employers through the state employee plan, with premiums adjusted for geographic area and demographic differences.
