Authorizes the Commissioner of Transportation to develop a tolling proposal implementing electronic tolling systems on Interstate Routes 84, 91, and 95, and portions of Connecticut Route 15, subject to General Assembly approval.

Establishes the Connecticut Transportation Finance Authority as a quasi-public agency with a 13-member board to oversee toll rate setting, approve transportation plans, and establish a Connecticut Transportation Infrastructure Bank providing loans for transportation projects.

Requires tolls to be deposited into the Special Transportation Fund and exempts toll revenues from state and municipal taxation; reduces fuel tax by one cent per gallon annually for five fiscal years once tolling commences and the Special Transportation Fund exceeds three times estimated transportation debt service.

Imposes civil penalties of $25 for first violation, $50 for second, and $100 for third or subsequent violation of toll nonpayment, toll evasion, or related violations; protects toll customer data from commercial use and requires destruction within one year of transaction or account closure.

All electronic tolling systems must be interoperable with state and federal standards; Department of Motor Vehicles may restrict vehicle registration for owners owing tolls or administrative penalties.
