Establishes a task force to study implementation of requirements from North Carolina Board of State Dental Examiners v. Federal Trade Commission regarding licensed building trade examining boards under title 20 of general statutes.

Task force composition includes 10 members: two from House speaker, two from Senate president pro tempore, one each from House and Senate majority leaders, one each from House and Senate minority leaders, the Commissioner of Consumer Protection (or designee), and two appointed by the Governor.

All appointments must be made within 30 days of the effective date, with the first task force meeting held no later than 60 days after passage.

Task force must submit findings and recommendations to the joint standing committee overseeing the Department of Consumer Protection no later than January 1, 2020.

Task force terminates on the date it submits its report or January 1, 2020, whichever is later.
