Repeals and replaces Section 12-564 of the general statutes concerning the commissioner's reporting requirements on gambling in Connecticut.

Requires the commissioner to conduct studies examining the effects of legalized gambling on state citizens, including types of gambling activity, potential impacts of online gaming authorization, and effects of new gaming technologies.

Mandates the commissioner conduct studies not later than October 1, 2020, and every ten years thereafter, with additional studies at other times as deemed necessary.

Requires the commissioner to submit study findings and costs to the joint standing committee of the General Assembly having cognizance of public safety and security, in accordance with section 11-4a.
