Department of Emergency Services and Public Protection must develop school security and safety plan standards by January 1, 2014, and reevaluate them by January 1, 2020, and every three years thereafter, in consultation with the Department of Education.

School security and safety plan standards shall include involvement of local officials, command center organization based on the National Incident Management System, establishment of school security committees, crisis management procedures, security assessments every two years, and violence prevention training for all school employees.

Local and regional boards of education must conduct security and vulnerability assessments for each school every two years and submit annual reports to the Department of Emergency Services and Public Protection regarding fire drills and crisis response drills.

Department must evaluate and simplify documentation requirements for school boards' reporting and for applicants to the school security infrastructure competitive grant program, with implementation by July 1, 2020.

Department of Emergency Services and Public Protection shall develop criteria to identify qualified school security consultants and establish a publicly accessible registry containing names, employers, and other information about qualified consultants, updated at least annually.
