Prohibits use of "social worker" title or associated initials starting January 1, 2020, unless person holds a baccalaureate or master's degree in social work from a Council on Social Work Education-accredited program, or a doctoral degree in social work.

Prohibits advertising services as clinical social work unless person meets the education requirements listed above.

Commissioner of Public Health or authorized representative must notify violators to cease using the title and notify their employer if applicable.

Exempts state of Connecticut employees hired before July 1, 2019, with social work titles in the classified service from these restrictions.

Allows state of Connecticut to employ social work trainees without required degrees if they attain a master's or doctoral degree in social work within five years of employment.
