Commissioner of Energy and Environmental Protection shall issue a request for proposals from solid waste materials management service providers for recycling, reuse, energy and fuel recovery to redevelop the Connecticut Solid Waste System Project, excluding waste collection and transportation services.

Commissioner may select up to three respondents to conduct feasibility studies completed by January 1, 2017, with final proposals due by July 1, 2017, followed by public review and a legislative committee hearing within 30 days.

Commissioner may select one final proposal based on seven factors including consistency with state waste management plans, municipal interest, investment level, economic development impact, and public comments.

Selection of a proposal does not mandate that the Materials Innovation and Recycling Authority or municipalities must enter into contracts with the selected respondent.

Materials Innovation and Recycling Authority must submit preliminary agreement terms to the joint standing committee, Governor, Commissioner, and all affected municipalities by May 15, 2019, with terms posted online and subject to municipal consultation.
