Requires all packaging and paper producers (except small producers) to submit recycling plans to the Department of Energy and Environmental Protection and the legislature's environment committee by December 31, 2020, detailing how they will increase recycling, decrease disposal, and reduce municipal management costs.

Defines "small producer" as charitable tax-exempt organizations, producers with less than $1 million in gross state revenue, or those producing less than one ton of packaging or paper annually in the state.

Establishes municipal solid waste disposal goals of not more than 700 pounds per capita from residential sources by January 1, 2022, and 500 pounds per capita by January 1, 2024; failure to meet these goals shall not authorize the commissioner to issue enforcement orders.

Requires the Department of Energy and Environmental Protection to submit an interim report by July 31, 2020, and recommendations by January 1, 2021, regarding producer recycling methods, with the legislature's environment committee to hold a public hearing within 65 days.

Changes the deadline for waste collectors to submit annual reports to the department from July 31, 2011, to October 1, 2019, and directs the department to provide technical assistance to municipalities for organics management and recycling system improvements.
