Department of Energy and Environmental Protection must develop a glass recycling plan by October 1, 2020, with implementation by July 1, 2022, aimed at achieving best-in-the-nation recycling rates and maximizing commercial value of recycled glass.

Commissioner must submit legislative recommendations by December 1, 2020, to the environment committee and shall review glass recycling systems in Belgium, Finland, Sweden, Austria, and Slovenia.

Starting July 1, 2022, all glass beverage containers sold, offered for sale, or distributed in Connecticut must contain a minimum of 20 percent post-consumer glass content.

Commissioners of Energy and Environmental Protection and Consumer Protection may adopt regulations requiring manufacturer certifications, periodic inspections, compliance penalties, and incentive programs for manufacturers exceeding post-consumer glass content requirements.

Municipalities retain the right to enact ordinances requiring higher post-consumer glass content percentages than the state minimum.
