Authorizes animal control officers, police, and animal owners to kill dogs observed pursuing or attacking domestic animals or poultry.

Permits persons bitten or attacked by dogs, cats, or other animals to kill the attacking animal in self-defense and requires them to file a complaint with animal control within their town.

Establishes a 10-day quarantine period for any dog, cat, or ferret that bites or attacks a person or animal, with examination by the State Veterinarian on day 10 to determine if quarantine should continue or be removed.

Allows animal owners to authorize humane euthanasia of quarantined animals before the quarantine period ends for rabies testing purposes, with veterinarians responsible for delivering the animal's head to a laboratory within 48 hours.

Makes owners responsible for all costs associated with quarantine, veterinary examinations, rabies vaccination, euthanasia, and rabies testing; violations of quarantine or restraint orders are class D misdemeanors with possible animal seizure by authorities.
