Commissioner of Economic and Community Development and Commissioner of Administrative Services shall develop a plan to implement telecommunications systems steering committee recommendations for a state electronic business portal.

Portal must allow businesses to create a single online account connected to multiple state agencies for registration, licensing, and permitting purposes.

Portal must enable businesses to apply for, renew, and pay registration, license, and permit fees through a centralized system.

Portal must include a messaging component for agencies to notify businesses about the status of their applications and registrations.

Commissioners must submit legislative proposals and implementation recommendations to the joint standing committee on commerce by February 1, 2020.
