Establishes that cryptographic signatures generated through distributed ledger technology are considered electronic signatures, and records or contracts secured through distributed ledger technology are considered electronic records.

Prohibits denial of legal effect, validity, or enforceability of any contract solely because it is executed through a smart contract.

Preserves ownership and use rights for persons who use distributed ledger technology to secure information they own or have rights to use, except where transaction terms expressly provide for transfer of such rights.
