Establishes a community-based transition school pilot program administered by the Department of Education for fiscal years ending June 30, 2020 and June 30, 2021.

Department shall provide grant-in-aid to a community-based education transition school serving low-income at-risk students with behavioral issues and learning problems, emphasizing employment and independent living skills.

Grant funds must support serving currently enrolled students, expanding enrollment with referrals from Hartford-area schools, and assisting graduates in employment and independent living transitions.

School shall conduct follow-up with graduated students to evaluate successful transitions into adulthood and assess the viability of the community-based transition model.

Department of Education must submit an evaluation report by January 1, 2022 to joint standing committees on education and appropriations regarding whether the pilot program reduced long-term service costs for students with special needs and adult services.
