Establishes a task force to study parental involvement with students and make recommendations on improving parental engagement, including best practices from other states.

Directs task force to examine feasibility of establishing parent academies throughout the state to assist middle school and high school students with college planning and career training.

Requires task force to study methods for fostering communication and interaction among parents, school personnel, and surrounding communities.

Task force consists of seven members appointed by legislative leaders and the Commissioner of Education, representing education associations, school boards, superintendents, counselors, and parent organizations.

Task force must submit report to the joint standing committee on education no later than January 1, 2020, and shall not terminate until the report is submitted.
