Establishes a task force to study additional labor law rights for independent contractors providing in-home services in Connecticut.

Task force comprises 12 members: two appointed by House speaker (including domestic worker advocate), two by Senate president pro tempore (including home care union representative), one each by House and Senate majority leaders, one each by House and Senate minority leaders, the Labor Commissioner or designee, and two appointed by the Governor.

All appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled no later than 60 days after passage.

Administrative support provided by the General Assembly's labor committee staff.

Task force must submit findings and recommendations by January 1, 2020, and terminates upon report submission or January 1, 2020, whichever is later.
