Adds new exemption to Connecticut campaign finance law allowing candidates for other offices to pay for communications that refer to clearly identified candidates for Governor or President of the United States without such spending counting as a contribution or expenditure to those candidates.

The exemption applies only to the extent the communication refers to Governor or Presidential candidates; any portions addressing other candidates remain subject to campaign finance contribution and expenditure limits.

Amends both the definition of "contribution" in section 9-601a and "expenditure" in section 9-601b of Connecticut General Statutes to include this new exemption category.

Effective from passage of the bill.
