Executive director of the Office of Health Strategy shall convene a working group by January 1, 2022 to make recommendations for establishing a public health insurance option funded by enrollee premiums and open to individuals earning less than 400% of federal poverty level who are ineligible for Medicaid.

Working group shall include three consumer advocates appointed by House leadership, three providers (including at least one private insurance and one Medicaid provider) appointed by Senate leadership, Commissioner of Social Services, State Comptroller, Healthcare Advocate, and other stakeholders including small business representatives and behavioral health providers.

Working group shall evaluate plan design including ten essential health benefits, provider payment rates, administration structure, potential adverse selection mitigation, and whether to apply for state innovation waiver allowing use of federal tax credits and cost-sharing subsidies.

Working group shall consider joint administration with existing Medicaid program while ensuring existing Medicaid enrollees do not experience reduced eligibility or benefits, and evaluate person-centered medical home and value-based insurance design models.

Executive director of Office of Health Strategy shall submit report with actuarial and economic analysis to joint standing committees of General Assembly by February 15, 2021.
