Establishes the Community Investment Account within the General Fund to distribute fees quarterly to various state agencies and programs, effective October 1, 2019.

Allocates $10 per fee to the agriculture sustainability account, then distributes remaining funds as follows: 25% to Department of Economic and Community Development for historic preservation ($380,000 annually to Connecticut Trust for Historic Preservation); 25% to Department of Housing for affordable housing programs; 25% to Department of Energy and Environmental Protection for open space grants and lake authority invasive species control (capped at one-third of reasonable control costs); and 25% to Department of Agriculture for farm programs.

Directs Department of Agriculture funding to include $500,000 annually each for agricultural viability and farm transition programs, $100,000 annually to promote Connecticut-grown food sales, and smaller allocations to various farm councils and farmland preservation programs.

Permits agencies receiving funds to use up to 10% for program administration costs.

Requires 50% of funds deposited between January 1, 2016 and June 30, 2017 to be credited to the General Fund, with remaining funds distributed according to the allocation percentages above.
