Exempts individuals age 65 or older and veterans from paying the $10 "Passport to the Parks Fee" for biennial motor vehicle registration for passenger, motorcycle, motor home, combination, and antique vehicles.

Maintains the existing $10 biennial registration fee and $5 annual registration fee for the "federal Clean Air Act fee" with a current exemption for seniors age 65+ who choose one-year renewals.

Directs collected "Passport to the Parks Fee" payments to the Passport to the Parks account established under section 23-15h.

Exempts the "Passport to the Parks Fee" from refunds under section 14-49 of the general statutes.

Takes effect July 1, 2019 and amends Connecticut General Statutes section 14-49b.
