Increases the State Bond Commission's authorization to issue general obligation bonds for clean water projects from $1.715 billion to $1.895 billion, with $90 million of the new authorization effective July 1, 2020.

Increases revenue bond authorization for clean water projects from $3.8 billion to $4.284 billion, with $350.3 million of the new authorization effective July 1, 2020.

Increases minimum allocation to Long Island Sound clean-up account from $50 million to $100 million from bond proceeds.

Requires at least $5 million of proceeds for physical improvements to coves, embayments, coastal wetlands and salt marshes near Long Island Sound.

Requires at least $20 million of proceeds for competitive grants administered by the Commissioner of Energy and Environmental Protection to fund demonstration projects reducing nonpoint source pollution of Long Island Sound.
