Amends Connecticut's pretrial accelerated rehabilitation program under section 54-56e, effective October 1, 2019.

Adds new subsection (g) allowing victims of identity theft violations (sections 53a-129c and 53a-129d) to access their complaint and law enforcement reports even when the defendant's case file is sealed.

Court file remains sealed from public access when a defendant enters the accelerated rehabilitation program, except for identity theft victim access rights.

Applies specifically to identity theft offenses, creating an exception to the standard record sealing procedures that typically erase all records upon successful program completion.
