Repeals and replaces Section 10-66o to require the Department of Education to encourage regional educational service centers as providers of goods and services and award special consideration to grant applications using these services or joint purchasing agreements for instructional supplies, testing materials, special education services, health care services, and food services.

Requires each regional educational service center to distribute an annual inventory to member boards of education (beginning July 1, 2020) that includes goods, services, and special education service models offered by the center.

Mandates each regional educational service center to conduct an annual survey by January 1, 2020, in consultation with the Department of Education to identify needs for regional cooperation and sharing of education services among member boards of education.

Requires the Department of Education to develop and submit an annual report on best practices by regional educational service centers for regional cooperation and service sharing to regional centers and the education joint standing committee by October 1, 2020, and annually thereafter.

Makes all provisions effective July 1, 2019.
