Joint standing committees on education, higher education, employment advancement and labor shall meet by November 30 annually with the Technical Education and Career System board, superintendent, and Labor Commissioner to review workforce and graduation data.

Labor Commissioner must submit by November 15 annually: general economic trends in Connecticut, occupational information for public and private sectors, and emerging regional and national workforce needs over the next thirty years.

Technical Education and Career System superintendent must submit by November 15 annually: curriculum alignment with thirty-year workforce needs, graduation rates disaggregated by course and program, student employment status, wages before enrollment and after graduation, staffing information, and resource adequacy assessments.

Technical Education and Career System board must prepare biennial summary reports starting January 1, 2021 (instead of 2017) including demographic data on applicants and graduates, enrollment by race and sex by trade program, and graduation rates disaggregated by trade program.

Changes the statutory language from "completion" to "graduation" rates in multiple sections and effective date is July 1, 2019.
