• Special education reimbursement requires written contracts between school boards and private special education providers effective July 1, 2019; individualized education programs do not constitute such contracts.

• Public school curriculum must include climate change instruction consistent with Next Generation Science Standards and add social-emotional learning as a supported topic.

• Teachers attain tenure after 40 school months of full-time continuous employment with a superintendent's offer of contract renewal based on effective practice; teachers with prior tenure at other boards attain tenure after 20 months at a new board.

• Establishes working group to study the edTPA pre-service teacher assessment regarding implementation, costs, evidence-basis, and effects; report due by January 1, 2020.

• Rebrands the School Paraprofessional Advisory Council as the School Paraeducator Advisory Council and requires it to study paraeducator safety, substitute teaching duties, and roles with special education students by January 1, 2020.
