Prohibits local or regional boards of education from disciplining, suspending, terminating or punishing planning and placement team members for discussing or making recommendations concerning special education services, effective July 1, 2019.

Establishes a working group to study service gaps for children transitioning from birth-to-three programs to kindergarten enrollment, with findings due to the General Assembly by January 1, 2020.

Requires individualized education programs and Section 504 plans for deaf or hard of hearing students to include a language and communication plan addressing eight components including emergency communication procedures, effective July 1, 2019.

Mandates school districts provide electronic notice to parents when students are identified as gifted and talented, including identification methods and contact information for relevant district and state personnel.

Requires private special education service providers to inform school boards of all student mistreatment complaints, complaint resolutions, corrective actions, and any resulting service changes, effective July 1, 2019.
