Establishes a task force to study the education cost sharing formula under Connecticut General Statute section 10-262h, including its effects on state education fund distribution to towns of different sizes and geographic types (urban, suburban, rural).

Task force shall examine how the phase-in of funding levels affects predictability and sustainability of education funding for towns.

Comprises 8 members appointed by legislative leaders, including representatives from the Connecticut Association of Boards of Education, Connecticut Education Association, American Federation of Teachers-Connecticut, Connecticut Association of School Business Officials, Connecticut Federation of School Administrators, Connecticut Association of Public School Superintendents, Connecticut Conference of Municipalities, and Connecticut Association of Schools.

Task force must hold its first meeting within 60 days of the effective date, with all appointments made within 30 days.

Task force shall submit findings and recommendations to the joint standing committees on education and appropriations by January 1, 2021, and shall terminate on the later of that report date or January 1, 2020.
