Establishes a task force to study school security officers carrying firearms in public elementary, middle, and high schools, including analysis of authorization, criminal background checks, and supervision responsibilities.

Task force consists of 14 members including representatives from Connecticut Education Association, American Federation of Teachers-Connecticut, school resource officers, police chiefs, school security officers, and state commissioners of Emergency Services and Education.

All appointments must be made within 30 days of passage, with first meeting scheduled within 60 days, and task force must submit findings and recommendations to the education committee by January 1, 2020.

Directs the School Safety Infrastructure Council to study whether classroom doors that can be locked from inside and outside should be included in school safety infrastructure criteria, with findings due by January 1, 2020.
