• Establishes a Lesbian, Gay, Bisexual, Transgender and Queer Health and Human Services Network to make recommendations to state government on health and human services delivery for LGBTQ persons.

• Network shall conduct needs analysis, collect data on LGBTQ health and human services needs, submit biennial reports to legislative committees and state officials, assist with grant development, and build organizational capacity across the LGBTQ community.

• Network membership includes 17 specified members representing LGBTQ organizations, medical professionals, veteran care coordinators, and aging advocacy groups, appointed by the Speaker of the House, President Pro Tempore of the Senate, and Governor.

• Administrative staff of the Commission on Women, Children and Seniors shall provide support to the network.

• Appropriates $250,000 to the Department of Public Health for fiscal year 2020 to fund the network's needs analysis and grants to organizations assisting the network's mission.
