Requires each municipality to prepare or amend and adopt an affordable housing plan at least once every five years, specifying how the municipality intends to increase affordable housing developments.

Municipalities must file draft plans with the town clerk at least 35 days before a public hearing and post on municipal websites if applicable, then file the final adopted plan with the town clerk and website.

If a municipality fails to amend its plan every five years, the chief elected official must submit a letter to the Commissioner of Housing explaining why the plan was not amended.

Each regional council of governments must develop region-specific affordable housing guidelines for member municipalities to include in their plans on and after January 1, 2020.

Regional councils of governments must identify available resources and incentives for municipalities preparing affordable housing plans, including training on mixed-income housing, publicly owned land, private sector investment, and tax increment financing.
