Creates class C misdemeanor offense for smoking, inhaling, or ingesting cannabis-type substances while operating a motor vehicle on public highways, specially chartered roads, parking areas for 10+ cars, private roads with established speed limits, or school property, effective October 1, 2019.

Creates class C misdemeanor offense for passengers smoking cannabis-type substances in a motor vehicle being operated by another person in the same locations listed above, effective October 1, 2019.

Establishes grant program through Office of Policy and Management to reimburse municipalities for up to 100% of costs associated with training and certifying police officers and constables as drug recognition experts for fiscal years ending June 30, 2019, 2020, and 2021.

Appropriates $500,000 to Department of Emergency Services and Public Protection for fiscal year ending June 30, 2020, and $500,000 for fiscal year ending June 30, 2021, for training and certification of state police as drug recognition experts, effective July 1, 2019.
