Police Officer Standards and Training Council and Commissioner of Emergency Services and Public Protection shall jointly develop minimum standards and practices for law enforcement units, based on standards from the International Association of Chiefs of Police and Commission on Accreditation for Law Enforcement Agencies, Inc.

By January 1, 2020, minimum standards and practices for police pursuits shall be updated to include specific standards governing pursuit of stolen motor vehicles when the officer knows the operator or a passenger is a juvenile.

Council shall post updated standards and practices on its website and disseminate them to law enforcement units, and shall develop a compliance review process and issue certificates to units meeting or exceeding standards.

Each law enforcement unit shall adopt, update, and maintain either the council's minimum standards and practices or a higher level of accreditation standards.

Law enforcement units are prohibited from civil actions for damages arising from failure to adopt and maintain the required minimum standards or higher accreditation standards.
