Amends section 17b-462(a) to allow elderly victims of abuse, neglect, exploitation, or abandonment to recover treble damages instead of actual and punitive damages from perpetrators.

Permits actions to be brought by the elderly person, their guardian or conservator, an authorized person or organization acting with consent, or the personal representative of a deceased elderly victim's estate.

Awards include treble damages, court costs, and reasonable attorney's fees.

Effective date is October 1, 2019.
