Requires public agencies maintaining records in computer storage systems to provide nonexempt data in requested formats (paper, disk, tape, electronic mail, or other electronic devices) when reasonably feasible, with costs governed by section 1-212.

Prohibits public agencies from entering contracts that would impair the public's Freedom of Information Act rights to inspect or copy nonexempt records stored on or accessed through computer systems used in governmental functions.

Requires state public agencies to consult with the Department of Administrative Services before acquiring computer systems, equipment, or software for storing public records to ensure adequate Freedom of Information Act access at least cost, with guidelines provided to municipal agencies.

Modifies employee objection procedures for record disclosure by changing the timeframe from "within" seven business days to "not later than" seven business days after notice receipt, or nine business days if no written receipt is documented.

Allows employees to override their collective bargaining representative's objection to record disclosure by submitting written notice to the public agency; effective October 1, 2019.
